SMS filtering in Ghana is the part of A2P messaging nobody explains until it costs you money. It has tightened over the last few years, and most of the delivery problems we get asked to fix on MTN Ghana, Telecel Ghana, and AT traffic come down to the same short list of causes.

The short answer

SMS filtering in Ghana is the process by which mobile operators inspect incoming application-to-person messages and decide whether to deliver, reject, or silently drop them. Every message is checked against the sender ID, the message content, the route it arrived on, and the rate it is being submitted at. Messages sent from unregistered sender IDs, messages containing shortened links or promotional wording, and messages arriving on grey routes are the most commonly blocked. The fix is almost always the same three things: register your sender ID with each operator, separate transactional from promotional content, and move your traffic onto a route that returns real delivery receipts.

What filtering means at network level

Every Ghanaian mobile operator sits behind an SMS firewall. It inspects traffic entering the network from outside and decides, message by message, what happens next.

The firewall looks at where the message entered the network, what sender ID sits on it, what the body says, how fast the traffic is arriving, and whether that sender ID is registered to anyone the operator recognises.

A message can fail any one of those checks and still show as "sent" on a badly built platform. That is the part that catches people out. Submitted is not delivered. If your dashboard cannot tell the difference, you are not measuring anything.

Each stage in the chain can drop a message. Only the last one ever tells the customer.

Who does the filtering in Ghana

Three parties, roughly.

The operators run the firewalls. MTN Ghana, Telecel Ghana and AT each maintain their own rules, their own sender ID registry, and their own tolerance for promotional content. The rules are not identical across the three, which is why a campaign can deliver at 97 percent on one network and collapse on another the same afternoon.

The National Communications Authority sets the regulatory frame. Ghana has taken a hard line on SIM box fraud and on traffic that bypasses licensed international gateways, and operators have invested in detection accordingly. Anything that looks like bypass traffic gets treated harshly, including legitimate business messages that happen to arrive by the wrong door.

Then there are the aggregators. A legitimate aggregator holds direct or vetted interconnects with the Ghanaian operators, registers your sender ID properly, and passes your traffic on a route the firewall recognises. A weak one buys the cheapest termination it can find and hopes.

Unregistered or unapproved sender IDs

This is the single most common cause. Alphanumeric sender IDs in Ghana have to be registered with the operators before they will deliver reliably. An unregistered ID may work for a week, then stop, then work again on one network only. People usually blame the platform for that inconsistency. It is the firewall.

Registration takes documentation: business registration, a description of what you are sending, sometimes sample content. It takes days rather than minutes, and it has to be done per operator. If a provider tells you a sender ID goes live instantly across all three networks with no paperwork, ask them exactly what route your traffic is taking.

Sender IDs that impersonate a bank, a mobile money service, or a government body get rejected outright, and rightly so. If you are a fintech in Accra using a sender ID that reads close to an existing bank brand, expect problems and expect them to be permanent.

Content that trips the filter

Firewalls read message bodies. Some patterns draw attention every time.

Link shorteners are treated with suspicion almost everywhere now, because phishing campaigns lean on them. A bit.ly link inside a verification message is a bad idea. Use your own branded domain if you need a link at all.

Wording associated with gambling, quick loans, adult content, and prize notifications will draw scrutiny even inside a legitimate message. So will unusual character substitutions, which look like evasion because they usually are.

Mixed content is the quiet one. Send a password reset code and a line about a weekend sale in the same message, and you have turned a transactional message into marketing. Operators and regulators treat those categories differently. Keep them apart.

The route your traffic takes

Grey routes hurt most, because the symptom shows up weeks after the decision.

A grey route delivers A2P traffic into the network through a channel that was never intended for it, usually to avoid the proper termination fee. The price looks excellent. Delivery holds up for a while. Then the operator's firewall spots the pattern, closes the route, and every campaign running on it dies at once. The sender ID gets overwritten with a random long number. Reports stop making sense. Nobody at your provider can explain why.

Throughput and volume spikes

Operators cap how fast traffic can arrive from a given source. Push 500 messages a second down a connection provisioned for 30, and the firewall starts dropping rather than queueing.

The other version is the cold start. An account that has sent 200 messages a month for a year suddenly submits 80,000 on a Friday afternoon. That pattern looks like a compromised account or a spam run, and it gets treated like one. Warm up gradually when you scale a new campaign, and tell your provider in advance when something large is coming.

Consent and Ghana's data protection rules

Ghana's Data Protection Act, 2012 (Act 843) governs how personal data, including phone numbers, is collected and used, and it requires a lawful basis for direct marketing. The Data Protection Commission oversees the registration of data controllers.

In practice, a scraped list carries two risks at once. It is a legal exposure, and it is a delivery problem waiting to happen. Complaints from recipients feed back to operators, and enough complaints against one sender ID will get it blocked. So a consent problem eventually turns into a delivery problem, even if nobody ever files a formal case against you.

Recipient side blocks

Some failures have nothing to do with the operator firewall. The number is off network, out of service, or has been ported. The handset is off, and the message expires before the validity period ends. The subscriber has opted out at network level.

These arrive as distinct error codes, which is exactly why you want a provider that passes real codes through instead of collapsing everything into "failed".

Reading the delivery report properly

Most people look at one number: delivery percentage. That number tells you something is wrong and never tells you what.

What you want is the breakdown—delivered, rejected, expired, undeliverable, and unknown, split by operator. Ghana has three networks with different rule sets, and the shape of a filtering problem is usually visible in that split.

If MTN sits at 96 percent and AT at 40 percent, you have a sender ID or route problem specific to one operator, not a content problem. If all three drop at the same hour every day, you are hitting a throughput ceiling or a restriction on promotional traffic. If delivery was fine until a Tuesday and has been poor since, something changed on the route.

A message that sits in "unknown" or "submitted" forever and never resolves usually means a route that returns no real delivery receipts at all. Treat that as serious. You are being charged for messages whose fate you cannot verify.

OTP traffic needs its own treatment

If you send one-time passwords for a Ghanaian fintech, bank, or ecommerce platform, the calculation changes.

A marketing message arriving 20 minutes late is a mild annoyance. An OTP SMS arriving 20 minutes late is a failed signup, an abandoned checkout, and a support ticket. Latency matters as much as delivery rate.

Practical rules for OTP traffic in Ghana: use a registered sender ID, keep the body short and free of links, never bundle marketing into it, use a route with real-time delivery receipts, and keep a fallback path for when one network degrades. Set a sensible validity period too. A code still deliverable an hour later is a security problem, not a customer service win.

A diagnostic sequence you can run today

When delivery drops and you need an answer before the end of the day, work in this order.

Check whether the drop sits on one network or all three. That single split eliminates half the possible causes immediately.

Send a test to a handset you physically hold on each network. Look at what sender ID arrives and whether the content is intact. A sender ID that arrives as a random long number tells you the route rewrote your header.

Compare a failing message against a working one, word for word. Look for links, unusual characters, and anything that reads promotional.

Check what changed on your side in the last week: new sender ID, new template, larger list, faster submission rate.

Then take the error codes to your provider and ask for a specific explanation of a specific message ID at a specific timestamp. Vague reassurance instead of a code-level answer tells you something about the provider rather than the network.
